Karasev was appointed to the position of state civil service by a leading specialist in the employment department of the Department of Labor and Employment of the region with a probation period of 3 months. Later, by order of the head of the Department, he was constantly transferred to the position of state civil service of a leading specialist in the labor protection department again with a trial period of 3 months.
On the basis of the order of the head of the Department, Karasev was dismissed from the post of civil service of the leading specialist of the labor protection department and dismissed as having failed the test on the basis of paragraphs. 2 p. 7 Art. 27 of the Federal Law “On the State Civil Service of the Russian Federation”.
Karasev filed a lawsuit in court for reinstatement in the civil service as a leading specialist in the labor protection department of the Department of Labor and Employment.
