According to the google terms, codes will work 100% only for USA account and you must be located in USA. If you use usa vpn, but located in other country this may lead to code ban. and it is your risk . we don´t refund or replace in that case.
2021/06 Update : About Error :
"Error
Couldn’t complete your transaction. Gift cards can only be used in the country where they were purchased. See the gift card terms of service."
This error because Google recently search non usa account and fake accounts , so far no 100% solution for it. you can search internet about some step solution as :

so again be sure that can redeem codes, otherwise we couldnt accept refund as we said.
